» Stormwater:
National Pollutant Discharge Elimination System (NPDES) Permits are required to prevent the transport of sediment-laden stormwater and other visible and non-visible construction related pollutants into local surface waters, including municipal storm drains. AES-Montrose’s Certified Erosion, Sediment, and Stormwater Inspectors (CESSWI) and California Certified Professional Engineers (PE) meet current state requirements for the development and implementation of SWPPPs for projects covered under the Construction General Permit. We offer a full suite of professional services pertaining to stormwater compliance, including water quality sampling and analysis (Risk Levels II and III) and surface water rapid bio-assessments (Risk Level III sites greater than 30 acres). Staff have expertise in SWPPP document preparation, compliance inspections, identifying and remediating failed erosion and sediment controls and developing Better Management Practices (BMPs) that aim to prevent erosion and sediment laden runoff from leaving the construction site. Stormwater-related services include:
- Compliance with U.S. Environmental Protection Agency and California Regional Water Quality Control Board stormwater regulations.
- Working with the Legally Responsible Person/Owner (LRP) to register on the Stormwater Multi Application Reporting and Tracking System (SMARTS) database, file the electronic Notice of Intent (NOI) for the proposed project, and help designate the approved signatories and data submitters for the project consistent with Adopted Order 2009-0009-DWQ.
- Development of a Spill Response and Implementation Plan (SRIP) and Potential Pollutant Source (PPS) list which will identify all potential pollutants (both visible and non-visible) on the construction site.
- Developing Construction Site Monitoring Program (CSMP) to demonstrate that the site is in compliance with the Discharge Prohibitions and applicable Numeric Action Levels (NALs)/Numeric Effluent Limitations (NELs) of the CGP.
- Developing a comprehensive BMP plan and Rain Event Action Plan (REAP) using the Best Available Technology (BAT) to significantly reduce the potential that NAL’s or NEL’s will be exceeded during Qualifying Rain Events (QRE) of 0.5 inches of rainfall or greater over a 24 hour period.
- Identify a sampling and analysis strategy and sampling schedule for discharges which flow directly into high risk water bodies listed on the CWA Section 303(d) List of Impaired Water Bodies.
