Environmental Site Assessments (ESA) prepared by AES-Montrose benefit from the in-house support of nearly 30 environmental professionals in a wide range of disciplines, including air quality, biology, toxicology, hydrology, geological resources, cultural resources, socioeconomics, and land use planning. This depth of expertise ensures that all potential issues are identified and, if necessary, clients are presented with a full range of remediation options. Project Examples
AES-Montrose prepared two separate Initial Studies/Mitigated Negative Declarations to identify potential impacts associated with the Ancil Hoffman and Bajamont Groundwater Extraction and Treatment “L” System Projects located in the unincorporated community of Carmichael, Sacramento County, California. Carmichael Water District served as Lead Agency for the projects. Designed to arrest the down gradient spread of a contaminant plume, each project was comprised of four primary components: a new groundwater treatment plant, groundwater extraction well, underground pipelines, and connection to at least one concrete outfall with the potential for a second. Key environmental issues addressed in the Mitigated Negative Declarations included potential impacts to adjacent water resources, biological sources, degradation of scenic vistas, and impacts to heritage oaks. The site posed numerous environmental constraints, including an adjacent riparian corridor and numerous native oaks trees. AES-Montrose also performed cultural and biological resources surveys and studies in support of the CEQA documents and the results were provided in letter reports. The Initial Studies/ Mitigated Negative Declarations for the projects were adopted in 2007.
AES-Montrose completed an Environmental Constraints Assessment and conducted a Phase I Environmental Site Assessment on 30 acres of one legal parcel located within Douglas County, Nevada held in trust by the United States for the Washoe Tribe of California and Nevada. Issues considered in the Environmental Constraints Assessment related to environmental resources that had the highest potential to affect future development of the site, such as project delays or increased costs associated with avoidance or implementation of mitigation. Constraints included streams and creeks; biological habitats, including wetlands and protected species; sensitive cultural resources; hazardous materials; geological and soils hazards, including faults; inconsistencies with local planning and inadequate transportation; and public service/utilities infrastructure. Information used to conduct this review included federal environmental databases, Douglas County documents and resources, and limited field survey data. For the Phase I ESA, a site reconnaissance inspection of the site and adjacent properties was performed, and relevant database listings of hazardous materials sites, waste generators, and underground storage tanks (UTSs) were reviewed.
