Project Examples
AES-Montrose provides ongoing planning and environmental compliance assistance for the Federated Indians of Graton Rancheria, and conducts water quality monitoring, wetland delineations, and surveys for the Tribe in accordance with NEPA, CEQA, the Tribe’s Compact, and local plans such as the Santa Rosa Plain Conservation Strategy. A NEPA EIS and numerous Tribal Environmental Impact Reports have been prepared to assess potential environmental impacts associated with development of the Tribe’s casino and hotel. AES-Montrose also assists with permitting, including Clean Water Act Section 401 and 404 compliance, as well as consultation with the USACE and USFWS. AES-Montrose has also assisted in land use planning, cultural resources assessments, air quality and GHG modeling, and public and agency outreach.

Project Director
Mr. Bontadelli is experienced in working with private businesses and governmental agencies at all levels on collaborative efforts involving NEPA compliance for a wide range of projects. He is particularly knowledgeable and experienced in the field of the environmental regulatory processes, has successfully addressed CWA Section 404 and 401 permitting, wetland delineations, Streambed Alteration Agreements, endangered species issues (including permitting), Section 7 consultations, and Natural Resource Damage Assessments. Furthermore, he has extensive work with California water rights and water infrastructure projects. Prior to joining AES-Montrose, Mr. Bontadelli served as Director of the California Department of Fish and Wildlife. He negotiated the legislative statute that created the Office of Spill Prevention and Response and served seven years as the founding Administrator, establishing initial policies, regulations, and direction. Ms. Alonzo is a senior project manager and biologist who specializes in CEQA, NEPA, and Tribal consulting. She provides professional consulting services to Native American Tribes, private clients, cities, counties, and state and federal agencies, and regularly consults with the BIA, USFWS, USACE, CDFW, Calfire, Caltrans, RWQCB, CWRCB, CDFA, and more. She assists Native American Tribes in long-term planning and identifying highest and best land uses, and oversees the development of various types of tribal documents to address environmental issues on trust land, such as Master Plans, Vegetation Management Plans, Tribal-State Compacts, Tribal Environmental Ordinances, wetland/natural resources management plans, Tribal Initial Studies, Tribal Environmental Evaluations/Environmental Impact Reports to address off-reservation impacts, Tribal garden/farmstead plans, and various grant-related documents.
