AES prepared a Subsequent Environmental Impact Report (SEIR) for the City of Richmond that analyzed the potential impacts of an approximately 83-acre mixed-use development project on an approximately 412-acre site in the City of Richmond. Approximately 136 acres of the site were submerged in the San Francisco Bay. Additionally, the site was the location of a former Navy fuel depot that has undergone hazardous materials clean up, and a portion of the site known as the Winehaven Historic District is listed on the National Register of Historic Places. Project components included residential and commercial uses, a joint fire and police station, parking facilities, a beach park, open space, recreational areas, public trails, rehabilitation of an existing pier, and a potential on-site wastewater treatment plant to provide recycled wastewater to the nearby Chevron-Richmond Refinery. The SEIR updated a previous EIR that was certified in 2011 for the Point Molate MixedUse Tribal Destination Resort and Casino Project. The site included multiple challenging constraints, including steep hill side slopes, sensitive biological species, eel grass, wetlands and waters of the U.S., archaeological resources, insufficient utilities, and an access road. AES-Montrose also assisted with noticing, public hearings, and responses to comments, and preparation of the Final SEIR. The SEIR and project were successfully approved by the City of Richmond.
