Many of these documents were prepared for high profile, controversial projects that were heavily scrutinized by citizens and stakeholders. Project Examples

Wicklow Way Specific Plan and EIR

An SB-2 Planning Grant was awarded by the California Department of Housing and Community Development to Amador County for preparation of the Wicklow Way Specific Plan and Environmental Impact Report. The Specific Plan area encompasses 201 acres of open space and consists of three zoning districts. The site is planned to include a mix of retail commercial, industrial, and high-density housing with the potential for mixed-use development. AES-Montrose is coordinating with the County and community to prepare a Specific Plan that emphasizes increased residential development, density, and walkability. The Specific Plan is being prepared in adherence with the County’s General Plan (2016). The EIR is being prepared in accordance with the most recent CEQA Guidelines and local environmental codes and ordinances, including the County’s General Plan. The resulting EIR will provide a concise, streamlined, integrated source of information for the public, decision makers, and other permitting agencies and stakeholders. 

Amoruso Ranch Specific Plan EIR

AES-Montrose prepared an EIR for the Amoruso Ranch Specific Plan Project, which included processing of a Specific Plan and Design Guidelines, General Plan Amendments, Development Agreements, pre-zoning, sphere of influence amendment and annexation, and other entitlements for a 694-acre area located immediately north of the northwestern boundary of the City of Roseville within unincorporated Placer County.  Land uses proposed included 3,200 residential units, 135 acres of open space, a mixed use commercial village center, regional commercial center, and supporting infrastructure including a school, fire station, and parks. Key environmental issues addressed in the EIR included direct, indirect, and cumulative impacts associated with air quality, greenhouse gas emissions, biological resources, hydrology and water quality, noise and vibration, public services, traffic, and utilities. AES-Montrose also prepared a Final EIR that responded to the comments received during the public review period.
